Existing DSC users with a properly working token do not need to upgrade immediately.
New or renewed DSC tokens issued from 21 September require emSigner Version 3.3.
Version 3.3 is backward-compatible with existing DSC tokens and may also resolve signing issues.
The update supports the transition from FIPS 140-2 to FIPS 140-3 security standards.
3. TDS on Property Purchase from Non-Resident
Effective from: 1 October 2026
Resident individuals and HUFs purchasing property from non-resident sellers can use their PAN instead of obtaining a separate TAN for TDS compliance.

Form 132 (TDS certificate) has also been updated to align with the revised procedure.
The change is intended to simplify TDS compliance for resident buyers purchasing property from non-residents.
